Dorchester County Sheriff’s 1st Sgt. Michael Miller says 28-year-old Roger Dewayne Rutledge was arrested about 8:30 p.m. Monday at a North Charleston apartment complex.
Rutledge is charged with murder in the Aug. 29 shooting of 24-year-old Herman Ward. He was found lying in a road and was flown to the Medical University of South Carolina Hospital in Charleston, where he died earlier this month.
Twenty-three year-old Xavier Terrel Walker of North Charleston was arrested and charged with murder in the case Sept. 5.
