WESTMINSTER, SC -

An Upstate couple is facing charges after deputies found two children who tested positive for meth.

The Oconee County Sheriff's Office arrested 23-year-old Bradley Scott Owens and 20-year-old Amber Denise Swafford of Westminster on Tuesday afternoon. Both are charged with 2 counts of unlawful neglect of a child.

Deputies say they were notified of the drug test results by the Department of Social Services office in Walhalla on March 5th.

Warrants state Owens exposed an infant and a child under the age of 6 to meth by smoking methamphetamine while the children were present. Deputies say Swafford also admitted to smoking meth inside the residence.

Owens and Swafford were released from the Oconee County Detention Center after each received a $40,000 personal recognizance bond.
