New bill would establish ‘Rape by Fraud’ crime

COLUMBIA, SC (WCBD) – A new bill filed in the South Carolina statehouse would establish a “Sexual Assault Survivors’ Bill of Rights”.

The bill, filed by State Rep. Mandy Powers Norrell, would create a new crime called “Rape by Fraud”.

It would reclassify known date rape drugs as a Schedule II drug, and make it harder to redistribute them.

We’re told the bill would also include free forensic exams, a victim’s advocate and interview by law enforcement.

Under the new legislation, an individual would be charged with Rape by Fraud if the victim is unaware of the act due to deception.
